By rail you would go Sutton (Southern and Thameslink) across to Tattenham Corner (National Rail), then a 8-minute walk at the far end. The catch is that the enhanced service runs on feature days only. The taxi is about 20 min, or 35 min when the roads are full, but it is one journey rather than three, and nobody stands up for any of it. If you are travelling light and early, the train usually wins on price. If you are in a group, carrying anything, or leaving after an event, the car wins on everything else.
The usual line from Sutton is the A217 then the A232 then the A24, then M25 J8/J9, then A24 and Epsom Downs at the end. Roughly 7.0 miles, and the timing swings with the hour rather than the route: 20 min clear, 35 min loaded.

Driving yourself to Epsom Downs Racecourse means joining the same single-file exit as everyone else, and the car parks empty in one slow wave rather than continuously. Being dropped at the door and collected at an agreed point removes the whole problem.
Gates open well before the first race and the roads in are single-file near the course. Leaving Sutton about 35 min ahead of when you want to be through the turnstile is the timing that holds up.
