By rail you would go Walthamstow Central (the Victoria line) across to White Hart Lane (the Overground), then a 6-minute walk at the far end. The catch is that trains are capped and queued on matchdays. Door to door by road is about 15 min, or 30 min when the roads are full, with no changes, no stairs and no queue at the barrier. It is a fair fight on the way there. On the way back, when several thousand people want the same platform, it stops being one.
The usual line from Waltham Forest is the A406 then the A104, then A10 Tottenham High Road or A406 to Watermead Way at the end. Roughly 4.5 miles, and the timing swings with the hour rather than the route: 15 min clear, 30 min loaded.

If you were thinking of driving yourself: Tottenham Hotspur Stadium sits inside a matchday or event-day controlled parking zone, on-site spaces are pre-book only and go early, and the residential streets around it are permit-holders only with active enforcement. Pre-booked both ways, none of that is your problem.
